The St. Lawrence Economic Development Council (SODES) mandated the engineering consulting firm CPCS to conduct a study on transport’s external social costs on Highway 138, more specifically, the sector between Tadoussac and Sept-Îles.

The study presents the external costs generated by road transport on the North Shore, that is, the costs generated by the highway’s users but paid for by society as a whole. External social costs include costs associated with traffic-related accidents, pollution (greenhouse gas emissions), road maintenance on the section studied, congestion and noise.
